According to the website of the Ministry of Commerce, on August 18, 2022, according to the decision of the Joint Committee of the digital economy partnership agreement (depa), the working group on China's accession to depa was officially established to comprehensively promote the negotiations on China's accession to depa.

Next, China will conduct in-depth accession negotiations with Member States under the framework of the working group on China's accession to depa, strive to promote China's accession process, strive to formally join depa as soon as possible, and make contributions to strengthening cooperation in the digital economy, promoting innovation and sustainable development with Member States. Depa was initiated by New Zealand, Singapore and Chile in May 2019 and signed in June 2020. It is the first digital economy regional agreement in the world. On August 16, 2022, the Institute of Journalism and communication of the Chinese Academy of Social Sciences and the social sciences literature press jointly released the new media Blue Book: China New Media Development Report No. 13 (2022) (hereinafter referred to as the "blue book").

According to the blue book, the profound and broad changes of the times brought by the hundred year changes and the epidemic since 2021 have continued to affect the development of new media in China. The development of China's Internet has shown great cyclical changes, the ups and downs of the industry have intensified, the evolution of various tracks has accelerated, and the development of new media has entered a critical transformation period. The blue book also proposes that China will continue to promote the construction of a new media strategic communication system and deepen the deep integration of international communication and micro communication. The metauniverse enables future communication, and the concept of Web3 has become a hot word in the industry. Short video has become the mainstream mode of information transmission, the professional and vertical accounts of the live broadcast platform have flourished, the new media accounts of government affairs have been frequently out of the circle, and the panoramic traffic layout has become the consensus of enterprise development.

The emotional information dissemination tendency of social media promotes "emotional realization", and the importance of the network brand and trust construction of traditional media is prominent. New media has become a booster to improve the three-dimensional communication effect of the Beijing Winter Olympics. China has actively participated in global digital governance and achieved practical results. The blue book proposes that the digital economy is a global development trend, and China is a big country in the digital economy. According to the digital economy report 2021 released by the United Nations, China and the United States have the strongest degree of participation in the digital economy and the ability to benefit from it. According to the white paper on the global digital economy released in August 2021, in 2020, the US digital economy ranked first in the world, with a scale of US $13.6 trillion. China ranked second in the world, with a scale of US $5.4 trillion.

China's digital economy, relying on its industrial foundation, technological advantages and market vitality, has shown strong development vitality. In November 2021, China formally applied to join the digital economy partnership agreement, demonstrating its attitude of actively docking with the international rules of Digital Trade and participating in international cooperation and digital governance of the digital economy, and reflecting China's determination to open up and promote the development of global digital trade. Since 2021, the development of China's digital economy has pressed the "acceleration key", and the development of the digital economy has become a national strategy. Its importance and urgency have become increasingly prominent. At present, the world is accelerating into the key window period of digital industrialization and industrial digitization. Policy guidance and supervision provide important institutional guarantee for the high-quality development of China's digital economy.

The blue book proposes that China should concentrate its efforts on promoting the construction of an institutional system for the development of the digital economy. The fourteenth five year plan for national economic and social development of the people's Republic of China and the outline of long-term goals for 2035 have listed the digital economy as a separate chapter, clearly defined the new advantages of the digital economy through strengthening the innovation and application of key digital technologies, accelerating the promotion of digital industrialization, and promoting the digital transformation of industries, and listed the details of seven key industries of the digital economy, pointing out the direction for effectively promoting the development of the digital economy industry. The resolution of the Central Committee of the Communist Party of China on the major achievements and historical experience of the party's Centennial struggle adopted at the Sixth Plenary Session of the 19th CPC Central Committee proposes to strengthen the real economy and develop the digital economy.

The central economic work conference in 2021 proposed to accelerate the digital transformation and promote the upgrading of traditional industries. At the beginning of 2022, the State Council issued the 14th five year plan for digital economy development, focusing on building "four beams and eight pillars" for digital economy development, which is the first national level special plan in the field of digital economy in China. In March 2021, the first local regulation with the theme of promoting the development of the digital economy, the regulation of Zhejiang Province on the promotion of the digital economy, came into effect. In addition to the continuous improvement of the top-level design, various localities have also intensively issued relevant documents on the development of the digital economy to vigorously promote the development of the digital economy and achieve practical results. According to the blue book, since 2021, China's Internet enterprises have shown a large-scale "going out" trend, and the number and types of overseas trips have continued to grow, and the achievements have become more dazzling.

According to the data released by the US cloud network security service company, tiktok has replaced Google as the largest Internet product in the world in 2021. The strategic level of the international development of China's Internet enterprises has been constantly upgraded, and the spillover of product advantages, capital advantages and technological advantages has been transformed into the model, brand, service and standard. E-commerce, content, games, video and education are the main fields for Internet enterprises to go abroad. At present, the main directions of China's Internet going to the sea include: on the one hand, Internet companies explore how to copy and export the advanced industrial model, capital advantages and competitive advantages accumulated in China to Southeast Asia, South America, Africa and other places to obtain development opportunities; On the other hand, we will invest in advanced technologies such as artificial intelligence and blockchain in developed countries and regions such as Europe and America to lay out the development of the next generation Internet.

Internet giants take the lead in occupying the market through capital investment. In October 2021, Kwai International launched the advertising platform "kwaiforbusiness" in Brazil, which is open to Brazil and Indonesia, providing content and advertising solutions. In April 2022, tiktokshop launched cross-border business in four Southeast Asian countries (Thailand, Vietnam, Malaysia and the Philippines) to vigorously promote the development of cross-border e-commerce industry. With the participation of tiktok, the e-commerce territory in Southeast Asia has formed a situation in which ByteDance, Tencent and Alibaba share the market. The blue book shows that education, games, and online writing are still hot areas for the Internet to go to sea.

Participating in and leading the formulation of international standards is conducive to mastering the initiative and voice of industry development, which is the direction of development of the Internet. In February 2022, the proposal for the establishment of the international standard project "technical framework for digital collection service based on blockchain" jointly proposed by the China Institute of information and communications and other institutions was approved, which is the first international standard for the application of blockchain technology in the field of digital collections. In April, the Institute of electrical and Electronic Engineers (IEEE) released the first international standard of blockchain for supply chain finance, which is conducive to promoting the experience of China's blockchain enabled entity industry to the world. China should make efforts in the formulation of international technical standards in the fields of blockchain, cloud computing, cloud security, etc., and enhance its international competitiveness and voice in the new field of new technologies.

According to the blue book, the traditional mainstream media still has incomparable authority in the reliability evaluation of information channels for emergencies or public opinion hotspots. According to the data of 2021, the proportion of "basically reliable" and "very reliable" of the news and comments of the Central People's broadcasting station is as high as 88.1%; Xinhua news agency and people's daily followed closely, reaching 86.5%; 85.0% for CCTV. The credibility of the four national mainstream media channels exceeded 80%. As far as portal websites are concerned, government portal websites have absolute advantages in authority and credibility, accounting for 83.5%, which is much higher than portal websites such as Sina and Netease (36.0%).

According to the blue book, China's international communication should adhere to the development concept of deep integration with new media, establish the strategic communication thinking of new media, deeply integrate international communication and new media development from the height of national strategy, and promote the transformation of international communication concept. According to the blue book, as micro communication has become the mainstream mode of information transmission, new media has gradually become the main battlefield of international public opinion, and the international strategic status of new media is rising day by day. In the conflict between Russia and Ukraine, the "information war" caused by account blocking, battlefield live broadcasting, and public opinion manipulation affected the development of the situation and the trend of public opinion. The "information tsunami" generated by the social media platform triggered the "weaponization" of the network platform. New media has a profound impact on the international communication pattern and the new global communication order.
