Li Ming, China Institute of Electronic Technology Standardization: the blockchain industry needs to establish a consensus standard system

        The establishment of standards is one of the signs of an industry and its maturity. Although dozens of domestic blockchain industry standards and group standards have been released, the current implementation effect of each standard is not ideal. Establishing a high-quality and consensus standard is still the desired result of the industry. On October 29, 2021, the first National Technical Committee for standardization of blockchain and distributed accounting technology was officially established, and the Secretariat unit is China Institute of electronic technology standardization. Since the Ministry of industry and information technology proposed to establish national standards related to blockchain in June 2018, it has taken three years. China's first national standard for blockchain has been completed and is expected to be released next year.
 
        "The establishment of blockchain standards can form an industrial consensus, reduce the cost of industrial trial and error, and lead the high-quality development of the industry." Li Ming, director of blockchain Research Office of China Institute of electronic technology standardization, recently accepted an exclusive interview with chain new to discuss the current topics related to China's blockchain standardization. Li Ming is currently the director of the blockchain Research Office of the China Institute of electronic technology standardization, the Ministry of industry and information technology, the chairman of the blockchain and distributed accounting technical committee of IEEE Computer Association, and a member of the national blockchain and Distributed Accounting Technical Standardization Technical Committee. Li Ming: in China, there are now eight projects in the national standard, one of which is being submitted for approval; There are now 4 industry standards; The local standards are 4 in Guizhou and 1 in Shandong; There are dozens of group standards.
 
        In terms of progress, national standards are mainly basic; Industry standards tend to be technical; There are all kinds of team standards, and more of them are applied. Li Ming: the standardization of blockchain is still in its early stage, because blockchain itself is still in its early stage. Standardization is a relatively narrow specialty. At present, various standards issued are mixed, and few can reach a consensus in the industrial chain. The industry consensus refers to the unified concept of a standardized object during the discussion of standards. For example, what is blockchain? This is not a certain person. Every expert may have his own understanding. It needs to be discussed by various experts of the standard working group, and finally form a completely consistent result, so as to reflect the consensus of the standard.
 
        Standards can reduce enterprise costs. Once a consensus is reached and the baseline is determined, everyone can have a common basis for development. If there is no standard for blockchain, everyone's understanding is different, and there will be great trial and error costs. The foundation is solid, and the definition of terms or reference architecture, technical architecture and technical route are all set. Future industry participants are on the same baseline. From the perspective of the industry as a whole, there is not so much waste, and the industrial efficiency is the highest. For a single enterprise, avoid detours and reduce costs. Another role of standards is to lead. At the same time of standard research, there will be some forward-looking research and thinking, which may be the embryonic form of the industry that has not yet appeared, or technical methods. Through standardized research, we can form a direction, and then guide the industrial development.
 
        Li Ming: we mainly make industry-oriented standards. There are two kinds of standards, one is the published national standards and international standards. The other is called factual standard, also known as best practice. For example, internationally agreed agreements or systems. Li Ming: Although there are many standards now, the real high-quality and valuable standards are actually a drop in the bucket. Therefore, standards also have quality problems. We have to think about how to use this standard before we make it. The release of the standard has just begun. From a young age, the consensus formed by standards supports the development of this field. For example, we can feel that the most troublesome thing in the past was the mobile phone charger. In the past, a mobile phone was the same, which was no standard, causing great waste in the industry.
 
        It's better now, less and less. Generally speaking, standards are the cornerstone of the progress and development of human society. All mankind is gradually iterating and evolving in the process of standardization. We have entered a new era of science and technology. At the beginning, a hundred flowers may bloom, slowly precipitate into a standard, and then move forward on the basis of this standard. Li Ming: from the perspective of Party A and Party B. For Party A's enterprises, after the introduction of national standards, enterprises purchase blockchain systems or services. Party A can have a more intuitive judgment on the technology of products and services based on blockchain standards. For Party B, how to prove that I am good? What kind of extreme environment was it tested in? Is it a test of the whole process, or a test of the moment of trading? In the future, if it meets this standard, it is naturally credible.
 
        Li Ming: the main difference lies in the different scope of application. For example, national standards are applicable nationwide, industrial standards are applicable to a certain industry, and local standards are standards set by various localities according to their own conditions. Group standards are within an organization, such as the Alliance Association. The enterprise standard is the enterprise's own. Li Ming: there are probably dozens of enterprises now. All large domestic blockchain enterprises have participated. There are not only enterprises, but also universities and governments. When writing, we should introduce more interested parties in the blockchain industry to contribute to everyone's understanding of blockchain. Li Ming: there is no threshold for the standard, but many blockchain enterprises have their own conditions that are difficult to participate.
 
        The preparation of a standard may take a year or two, and seminars should be held frequently. Some enterprises lack specialized personnel and necessary resource support. It doesn't make much sense to participate only occasionally. Li Ming: standardization requires professional expression. Many experts understand blockchain technology, but do not know how to express it in standardized language. Many people are used to writing out the solution, significance, background, etc. when making standards. However, the writing standard does not mention why, only the requirements, and should not write the background, significance, function, purpose and other contents. When we develop blockchain standards, there are several commonly used words "should, should and can". How should it be, how should it be, how can it be.
 
        "Should" is the strongest, "should" is a little weaker, "can" is the weakest. Li Ming: first, do pre research, then establish the standard name and standardization scope, and apply for standard project approval. After the approval of the project, the standards shall be prepared, and the internal consensus of the working group shall be formed after the preparation. Then we asked external experts for opinions, such as our first national standard reference framework, and held five consultation meetings across the country. After soliciting opinions, it can be submitted for approval after the examination and approval meeting. After submitting for approval, go to the corresponding competent department, and finally release it after submitting for approval to the National Standards Commission. The cycle is about two to three years. Li Ming: This goes back to the definition of standards. Standards are consensus reached through consensus within a certain range.
 
        If there is no consensus, it is not a standard, and it belongs to the enterprise's own innovation. Li Ming: the standard should be promoted when it is released. The first is to do publicity and pilot projects. At the same time, some government regulators can also adopt standards to promote industrial development, which can also promote the adoption of standards by the industry. Li Ming: the first national standard is the reference architecture of blockchain and distributed accounting technology, which is mainly divided into functional view and user view to solve the related parties in the industry and the technical components that the most basic blockchain system should have. From the perspective of users' attempts, what are the relevant parties and activities in the blockchain industry.
 
        Organizations that are about to enter the blockchain industry can find their positioning and know what they can do. Similarly, from the perspective of supervision, we can know which interested parties need supervision from the user view. The function view is what technical components the blockchain system should have. For example, if there is no basic consensus mechanism in blockchain, only distributed storage is not called blockchain. Li Ming: in the process of formulating standards, if there are international standards in this field, we will generally choose to adopt international standards or adopt modified ones. Therefore, if there are corresponding international standards in this field, we must first study whether this international standard is applicable to the actual situation of our country.
 
        Of course, if China's national standards are introduced in advance, they will be recognized. Other countries will also adopt it. For example, it is possible to recommend Chinese national standards as international standards. ISO9000 was originally the national standard of Britain, and finally became the international standard of ISO. Li Ming: quantity can only represent the activity of the blockchain industry, not leadership. The real valuable standard is to gather industrial resources, form high-quality standards for focus areas, and help enterprises improve the quality of products and services.
